What makes clip art truly useful?

It's Compact. Using clip art shouldn't mean over-inflating your documents.  Screen Bean images are of  modest size so you can afford to store them on your hard disk and use them liberally in your work.   The average size of a Screen Beans image is 5kb.

It's Resizable.   One of the reasons Screen Bean images are so compact is that they are delivered as "vector" art (i.e. not bitmaps), native to the computer system you use.   On Microsoft Windows, that means WMF's (Windows Metafiles) and on Macintosh its PICT files.  One of the many advantages of this format is that it looks good even when you stretch it considerably larger or smaller.

It's Editable.  Another advantage of the vector format is that it is easy to make simple changes. Want that guy facing left instead of right?  Want make that chair red instead of green?  How about taking just one part of the image and deleting the rest?  No problem.  Just paste the image into PowerPoint, or similar drawing program, and use the Ungroup command to disassemble the picture into its components.  Change it using normal drawing tools and then copy it back to the clipboard for use anywhere.
